1-to-1 Net Metering with Customer Benefit Contribution Charge

Net Metering Policy

New York requires all utilities to provide 1-to-1 net metering.

Each kWh exported earns a credit that offsets future consumption at the full retail rate.

  • Excess credits roll forward for up to 20 years — there is no annual true-up or cash-out for most customers

Third-Party Suppliers

Third-party electricity suppliers in New York are required to credit supply charges 1-to-1 as well, so switching suppliers does not jeopardize your net metering.


Customer Benefit Contribution (CBC) Charge

For systems installed after 2021, a monthly Customer Benefit Contribution charge applies.

What It Is

  • Charge is based on your solar system's nameplate DC capacity (in kW), not your production or consumption
  • Partially or fully offset by your net metering credits in most months

Example

An 8 kW DC system served by National Grid would pay $7.76/month in CBC, in addition to the standard Basic Service Charge ($16–$24/month).


NYS Solar & Storage Tax Credit

New York residents who install solar on their primary residence may be eligible for the NYS Solar Tax Credit, worth 25% of qualified solar equipment costs up to $5,000.

For Purchased Systems

  • File Form IT-255 with your New York State personal income tax return
  • Credit can carry forward up to 5 years

For Leased Systems

  • Claim 100% of your annual lease payments each year until the $5,000 total cap is reached

Battery Incentives — Con Edison DLM Program

Con Edison customers with battery storage can enroll in the Distributed Load Management (DLM) program, which pays for battery dispatch during peak grid demand.
